Baseten CLI 1.0.0

The Baseten CLI is now generally available. Version 1.0.0 marks the command surface as stable.

The CLI manages a Baseten workspace from the terminal, covering models and deployments, environments and autoscaling schedules, organization API keys and secrets, and raw Management and inference API calls.
